Customer challenge
As one of the largest enforcement organizations in the Netherlands, the Netherlands Food and Consumer Product Safety Authority (NVWA) strives for a uniform, strategic, and consistent selection process. Previous recruitment practices were fragmented; some departments used assessments, others did not, which led to inconsistency and an insufficient focus on core competencies.
Situation
The project for competency-based recruitment at the NVWA was set up as a broad HR initiative to standardize and professionalize recruitment. A previous pilot had already been conducted using Recrout’s solution.
Although this pilot had already processed many candidates for different vacancies, there was a need for a clear strategy for wider application and scaling across the entire organization, especially after a change in project leadership.
Our approach
Recrout’s Softmatch.ai platform was implemented to objectively match selected candidates on behavior and potential. Recrout was selected as the partner to support the NVWA in their broader competency-based recruitment strategy. The deployment of the Softmatch.ai platform with the validated PAPI 3 competency assessment makes it possible to:
- Recruit objectively and data-driven, making the process less dependent on intuition or CV screening.
- Test various pilot implementations, such as pre-screening and matching with job profiles.
- Create a standardized process, enabling the NVWA to achieve a uniform and strategic recruitment approach throughout the entire organization.
Result
The impact was immediately visible: more diverse candidates on the shortlist; over 70% cost savings compared to their previous assessment supplier. The Recrout project was given the green light by the board for continuation and scaling, confirming the NVWA’s commitment to objective and strategic recruitment. The implementation is now in the planning phase to make Recrout an integral part of the HR initiative.
The collaboration is characterized by a strong partnership, as demonstrated by the rapid technical support provided by the Recrout team, allowing the NVWA to seamlessly proceed with the recruitment process. This shows that the NVWA is taking the next step toward a centralized, uniform, and competency-based recruitment process

Yes, just like when you go to the Supermarket there comes a point where you have to pass the checkout with all your nice goodies. But we can promise you that our pricing is very competitive 😉
Are you open for pilots for trial?
Yes, we can work together with you on a pilot base. The minimum commitment we ask regarding setting up a pilot with you is 3 months.
How reliable is your assessment?
Our assessments are highly reliable and validated. We collaborate with the international assessment developer Talogy, a global expert in assessments and talent analytics.
Is your tool suitable for international scaling?
Yes, our assessment supports 40 different languages, making it easy to match and deploy candidates and teams worldwide. By default, Softmatch is available in Dutch and English. If desired, we can also add additional languages to the platform.
Can I integrate Softmatch with my existing HR system?
Yes, Softmatch can be easily integrated with most HR and ATS systems, allowing automatic synchronization of candidate and job data.
How quickly can I expect results from a match?
Once candidates complete their assessment, Softmatch immediately generates an overview of the best matches. Typically, actionable results are available within a few minutes.
